The employees of the Ministry of Internal Affairs have undergone training on ensuring the prohibition of torture, inhumane and degrading treatment as well as issues of monitoring methodology. The training course was held under the organization of the Council of Europe and with the involvement of the local experts.
Within the frames of the training, experts along with the staff of the Monitoring Service under the Temporary Detention Department, jointly discussed international standards and recommendations related to the prohibition of torture and other ill-treatment, as well as guarantees for the protection of legal rights of persons placed in closed institutions.
In parallel with the afore mentioned topics, the training was aimed to inform the training participants regarding the methodology of conducting monitoring in temporary detention facilities, which is ensured by the recently approved instruction issued under the order of the Minister of Internal Affairs of Georgia.
The mentioned document was drafted within the framework of CE-led project, in order to increase the efficiency of Monitoring Service operation. The document provides detailed information on the process of conducting monitoring in temporary detention isolators, in particular, the principles, rules and procedures for conducting planned or unscheduled monitoring by the Monitoring Service, as well as the rights and responsibilities of persons conducting monitoring process and other issues related to their activities.
